The supplies you will need to complete this tutorial:

The selections and pattern fill for this tutorial can be downloadedCountry Snowmen Selections
Snowflake brush #11. This should already be in your custom brushes in psp 7.
If you are ready then let's go:
Step 1:
Open a new Transparent Image 400 X 400. Add a new layer and name it head. Your foreground color will be #FFF6EF your background color Null.
Selections->Load from disk snowmanhead.sel. Flood fill selected area. Keep selected. Change your foreground color to #FED1B4. Using your airbrush
at these settings lightly airbrush along the edges of the head.

Deselect and add Noise of 3% uniform.
Step 2:
Add a new layer and call it snowman face. Your foreground color will be black. Selections->load from disk. snowmaneyes.sel. Flood fill selection. Deselect.
On the same layer do the nose. Your foreground color will be #800000. Selections->load from disk snowmannose.sel. Flood fill selection. Deselect.
On the same layer do the mouth. Your foreground color will be #800000. Selections->load from disk snowmanmouth.sel. Flood fill selection. Deselect.
On the same layer do the cheeks. Your foreground color will be #D58C61. Selections->load from disk snowmancheeks.sel. Flood fill selection. Deselect.
Your snowman will look like this now:

Step 3:
Add a new layer and call it collar. Your foreground will be set to pattern and you will need to open the pattern fill i have included for you.
Set the pattern to these settings below:

Selections->load from disk snowmancollar.sel. Flood fill with the pattern. Move collar layer below the head layer. Selections->Invert and apply the following
Drop shadow with the shadow color #026402. Deselect.

Step 4:
Add a new layer and call it bow. Your foreground color will be #800000. Selections->load from disk snowmanbow1.sel. Flood fill selection. Deselect.
On the same layer Selections->load from disk snowmanbowdetails.sel. Flood fill with Black. Keep selected. Reload snowmanbow1.sel Invert selection and add the following drop shadow. Deselect

Step 5:
Add a new layer and call it hat1. Your foreground color will be black. Selections->load from disk snowmanhatbottom.sel. Flood fill selection then deselect.
Add a new layer and name it hat2. Your foreground color will still be black. Selections->load from disk snowmanhattop.sel. Flood fill selection then deselect. Move this layer below
the hat1 layer.
Add a new layer and name it ribbon. Change back to your pattern pallet like you did with the collar with the same settings. Flood fill selection. Invert selection and apply the following drop shadow. Deselect.

Step 6:
Add a new layer and call it snowflake. Your foreground color will be #A9C3C2. click on your paintbrush and then go to custom brushes and select snowflake #11 at the size below.
With your paint brush click on the left corner of hat where the ribbon is. Your picture will look like this. Selections->Select all Selections->Float and apply the following drop shadow.



Deselect and you have a really nice christmas tag. If you want to make an ornament. Then continue with the next steps:
On your layer pallet click on your hat2 layer. With your selection tool select circle. make a small circle in the corner of the hat.
Now hit the delete key. Using your draw tool draw your string like the picture below using Freehand line 2 antialias checked. Apply a round inner bevel with the default settings. Deselect.
Viola!! Now you have a really cute ornament or tag ornament.
